Job description

– Senior HR casework manager – SEO

Role

To contribute to the delivery of a specialist judicial welfare and casework service that supports the Lady Chief Justice and Senior President of Tribunals in fulfilling their statutory responsibilities for the welfare and conduct of the judiciary, as set out in the Constitutional Reform Act 2005.

In addition to HR casework and the management of litigation cases, the role also includes project work to support the delivery of the wellbeing action plan which supports the objectives within the Judicial Health and Wellbeing Strategy.

The role supports actions within the Judicial Office Business Plan 2026 - 2027.

Main Activities and Responsibilities – Job Description

You will report to the head of welfare and casework and work closely with three other senior HR casework managers (SEO) and two HR welfare and casework support managers (HEO).

  1. You will provide ongoing support to the Lady Chief Justice and Senior President of Tribunals in respect of their statutory responsibilities for the welfare and support of judicial office holders. You will do this by building and maintaining strong and effective working relationships with leadership judges, Private Offices and secretariats/chamber presidents’ offices and HMCTS/MoJ. You will demonstrate excellent communication skills with an ability to engage with senior members of the judiciary.
  2. You will apply your HR expertise to offer a professional HR service, advising, supporting and guiding on matters to resolve complex HR issues and long-term sickness absence cases. You will share your expertise building trust with leadership and presiding judges. You will manage a caseload of complex cases and be a source of professional HR expertise with insight into the complex statutory frameworks for judicial office holders against the backdrop of Employment Law.
  3. You will provide timely advice and support to leadership judges to enable them to effectively discharge their pastoral responsibilities, and you will act with sensitivity and preserve confidentiality when supporting judicial office holders who are seeking welfare support and access to health and welfare services.
  4. You will also manage Judicial HR litigation cases. These cases often contain a high degree of ambiguity and complexity due the fact that appellants are appointed to their role and are not employees. In carrying out this work you will work closely with government solicitors, GLD, relaying instruction on cases. You will manage these cases from start through to conclusion seeking the views of the senior judiciary as required and providing regular updates to the head of welfare and case work.
  5. You will manage cases through the Judicial Policy on Incapacity due to Long Term Sickness Absence, ensuring each case is handled with sensitivity. Work will include preparing clear and well-evidenced submissions for the nominated judge, including accurate chronologies with listed evidence, advising the senior judiciary on the case to support fair, robust and timely decision-making.
  6. You will manage and monitor the Occupational Health and Judicial Assistance Programme, including participating in meetings with external providers to discuss the services with the aim of getting the best service provision for the judiciary.
  7. You will work closely with a team of HR advisors (HRAs) and senior HR Business Partners (HRBPs) to provide a seamless HR service to all judicial office holders.
  8. You will undertake project work to support the delivery of the wellbeing action plan including creating new guidance, supporting the delivery of wellbeing services, leading on new areas of work and generally raising the profile of the wellbeing offer including presenting on the topic at judicial conferences and Judicial College events. This work also includes the occasional preparation of papers for the Judicial HR Committee.
  9. You will work closely with the Judicial HR, strategy and policy team to support updates to existing judicial HR policies including drafting and/or reviewing policy documents and obtaining feedback from key stakeholders, JO colleagues, HMCTS, and the Judiciary on amendments to policy.
  10. You will need to be organised and efficient, updating and maintaining the HR casework activity log using a data base system on Microsoft Lists ensuring you keep an accurate record of activity on your cases. You will also contribute to producing accurate statistical data.

Management of Resources

There is no direct line management associated with this role, although the post holder will be expected to project manage, coach and/or support any of the 2 HEOs on the team.

A CIPD qualification/membership is preferred but not essential if the candidate can demonstrate the essential experience below.

Essential Experience

  • HR experience, having spent time in either an HR casework, HR policy or HRBP/HRRA role.
  • Excellent communication skills with an ability to draft advice and correspondence to a high standard.
  • Some knowledge of Employment Law.
  • Excellent interpersonal and stakeholder management skills; a skilled influencer with strong customer relationship skills and the ability to confidently handle difficult conversations.
  • Ability to manage a varied workload and re-prioritise to meet competing demands.
  • Ability to engage with senior colleagues effectively at SCS or equivalent level.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
