Special Services Liaison – ICT, Child Find, Itinerant & Equitable Services

REPORTS TO: Supervisor and/or Director of Special Services

TERMS OF EMPLOYMENT: 10 Month Position - temporary for the school year

SALARY: Current Teacher Salary Schedule

QUALIFICATIONS

Required:

  • Bachelor's degree from an accredited college or university.
  • Valid Delaware educator license and appropriate certification.
  • Special education certification
  • Successful experience working with students with disabilities and multidisciplinary teams.
  • Knowledge of IDEA, Delaware special education regulations, Child Find, evaluation and eligibility, Individualized Education Plan development, and least restrictive environment requirements.
  • Strong organizational, written communication, facilitation, case-management, and problem-solving skills.
  • Ability to manage multiple complex processes and timelines simultaneously.

Preferred:

  • Master's degree in special education, educational leadership, early childhood education, or related field.
  • Early childhood special education experience.
  • Experience with Child Find and Part C to Part B transition.
  • Experience with complex student referrals and placement processes.
  • Knowledge of IDEA Equitable Services requirements.
  • Experience with preschool itinerant programming.

POSITION PURPOSE

The Special Services Liaison – ICT, Child Find, Itinerant & Equitable Services provides districtwide leadership and coordination for the District's ICT process, Early Childhood Child Find system, preschool itinerant services, and IDEA Equitable Services responsibilities.

The position serves as the District's primary coordinator for ICT and maintains significant ongoing capacity for ICT referral, review, coordination, transition, and follow-up.

The liaison supports consistent and legally compliant processes from referral and Child Find through evaluation, eligibility, Individualized Education Plan development, service delivery, placement, and transition.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Serve as the district wide lead for the ICT process.
  • Coordinate ICT referrals, documentation, meetings, timelines, and follow-up.
  • Review student data and documentation submitted for ICT consideration.
  • Facilitate multidisciplinary review of student needs, interventions, supports, and services.
  • Support teams in considering the continuum of services and least restrictive environment.
  • Coordinate referral processes involving specialized, alternative, and out-of-district programming as assigned.
  • Facilitate communication among sending schools, receiving programs, families, Special Services, and other District departments.
  • Support transitions into, between, and out of specialized settings.
  • Maintain districtwide ICT records and data.
  • Monitor referral patterns and identify systemic needs or trends.
  • Provide follow-up regarding students moving through ICT processes.
  • Coordinate District responsibilities related to preschool Child Find.
  • Support timely Part C to Part B transition.
  • Coordinate screening, evaluation, eligibility, and initial Individualized Education Plan processes.
  • Monitor applicable Child Find and evaluation timelines.
  • Coordinate evaluators, SECs, related-service providers, families, and early childhood programs.
  • Support appropriate initial placement and transition into District early childhood programming.
  • Coordinate with the Early Childhood & Elementary Program Support Liaison once children transition into District programming.
  • Coordinate preschool itinerant special education services.
  • Monitor caseloads, service needs, and service delivery.
  • Support implementation of Individualized Education Plans in community and District preschool settings.
  • Provide technical assistance to itinerant special education staff.
  • Facilitate communication among itinerant staff, families, preschool providers, and District teams.
  • Monitor programmatic needs and communicate staffing/resource needs to Special Services administration.
  • Coordinate IDEA Child Find responsibilities for parentally placed private-school students.
  • Coordinate consultation processes with participating private schools.
  • Support evaluation and eligibility processes.
  • Coordinate development and implementation of service plans.
  • Maintain required documentation and data.
  • Collaborate with Special Services administration regarding proportionate-share planning, implementation, and monitoring.
  • Develop procedures, guidance, forms, and resources within assigned areas.
  • Provide professional learning and technical assistance related to assigned responsibilities.
  • Participate in Special Services liaison meetings.
  • Collaborate with grade-band and specialty liaisons to support continuity across referral, evaluation, placement, programming, and transition.
  • Maintain accurate data and records.
  • Provide Special Services leadership with information regarding trends, capacity, staffing, placement, and resource needs.
  • Perform other duties directly related to the position as assigned by the Supervisor or Director of Special Services.

The successful candidate will demonstrate:

  • Comprehensive knowledge of IDEA and special education processes.
  • Knowledge of Child Find, evaluation, eligibility, Individualized Education Plans, LRE, and transition.
  • Strong case-management and organizational skills.
  • Ability to facilitate collaborative multidisciplinary teams.
  • Strong oral and written communication.
  • Ability to analyze systems and data and identify emerging needs.
  • Ability to work effectively with families, educators, administrators, private schools, community providers, and outside agencies.
  • Ability to maintain confidentiality and exercise sound professional judgment.

PHYSICAL/OTHER REQUIREMENTS

Ability to travel among District schools, programs, private schools, and community settings as required and participate in meetings and professional activities associated with districtwide responsibilities.
