Job Description

QUALIFICATIONS:
1. Master's Degree in Special Education (MSE) preferred.
2. State of Delaware Special Education Teacher of Students with Disabilities (1571) certification required.
3. State of Delaware Middle Level Content Teacher (1531, or 1532, or 1533, or 1534) certification required.
4. Previous experience as a Special Education Coordinator or Educational Diagnostician preferred.
5. Extensive working knowledge of the laws and regulations regarding special education (IDEA, 504, Title 14) and application of services to eligible students and families in the Laurel School District required.
6. Previous experience in a coaching/supporting/intervention role ion a school and/or community setting is desired.
7. Satisfactory DPAS Evaluations for the last three years required.
8. Ability to adhere to strict timelines and meeting dates.
9. Ability to work some evenings to attend Parent Advisory Committee, Parent Educational and Informational nights required.
10. Applicant must demonstrate a level of knowledge and/or experience appropriate to the position.
11. Ability to develop effective working relationships with students, staff, and the community at large.
12. Ability to communicate clearly and concisely, both orally and in writing.
13. Ability to perform duties with awareness of all district requirements and Board of Education policies.
14. Technology literate with a working knowledge of eSchool IEP, eSchool, MS Office Suite (i.e. Word, Excel, Outlook, PowerPoint).
15. Favorable criminal background and child protection registry check for the candidate offered employment required.
16. Tuberculin test required.
17. Participation in Direct Deposit required.

PRIMARY DUTIES:

  1. Ensure that evaluation procedures are followed in accordance with Delaware Administrative Code to determine whether a child has a disability and to determine the educational needs of the child.
  2. Ensure that the IEP includes the supports, services, modifications, and accommodations needed for the student to access and make meaningful progress in the general education curriculum and to address other educational needs.
  3. Ensure that student demonstrates progress toward IEP goals and/or general education curriculum, progress is documented, and progress is reported.
  4. Provide professional development and training for various groups and individuals within the school community.
  5. Take steps to ensure that guardian of a child with a disability are present at each IEP team meeting or are afforded the opportunity to participate including alternative means of participation.
  6. Ensure the participation of related service providers at all IEP meetings for whom their attendance is required.
  7. Assist the district/principal with completion of the September 30 th Unit count.
  8. Utilize the IEPPlus System to ensure IEP documents are prepared and opened for staff to develop a draft IEP document one month prior to the IEP meeting.
  9. Review and provide specific feedback and professional development, within one week prior to the IEP meeting to the special education teacher and related service providers on the compliance, quality and completeness of the draft IEP document.
  10. Utilize a parent and collateral contact log for the purpose of maintaining a documentation log of all parental communication.
  11. Utilize a review of record log as a means for maintaining documentation of those individuals who review and for what purpose a student's special education record was accessed.
  12. Collaborate with Child Development Watch to provide services to children prior to their their birthday.
  13. Assist the IEP team to identify supports, services and accommodations to facilitate successful transition from one environment to another (e.g. activity to activity, LRE, building to building, grade to grade).
  14. Assist the IEP team in developing targeted intervention(s) and/or services to increase student achievement based on individual student data.
  15. Promote increased parent involvement. (e.g. attendance at IEP team meetings, parent conferences).
  16. Collaborate with staff to monitor students with high rates of discipline infractions to ensure the provision of FAPE and Procedural Safeguards.
  17. Facilitate the development of, and/or revision of a behavior support plan derived from a functional behavior assessment.
  18. Assist the IEP team in reviewing data to determine if criteria are met for participation in 12-Month Programming, Reading Based Extended School Year Services, and Extended School Year services in accordance with Delaware Regulations.
  19. Consult and collaborate with multi-disciplinary team (e.g., IEP team, MTSS team, IST team, classroom team) to collect data, identify student need, plan interventions, and evaluate outcomes.
  20. Assist educators with monitoring and evaluating school-wide programs (e.g., PBS, RTI, IST, SIT, MTSS)
  21. Provide technical assistance to teachers in data collection as it relates to the IEP.
  22. Other duties as assigned.
