Job Description

Position Summary

The Operations Manager (Transportation) manages the daily operational activities of the District's pupil transportation program to ensure safe, reliable, efficient, and compliant transportation services for students. The position oversees bus and dispatch operations, routing and planning activities, transportation personnel, and related operational processes. The Operations Manager monitors service performance, staffing, safety, and operational metrics; addresses service issues and transportation incidents; and implements procedures and process improvements that support effective service delivery. The position collaborates with Transportation leadership, schools, families, employees, and other stakeholders to ensure transportation operations align with District policies, regulatory requirements, and operational priorities.

Minimum Qualifications

Education:

  • Bachelor's degree in Business Administration, Management, Transportation, Logistics, Operations Management, or a related field required
  • Master's degree preferred

Certifications/Licenses:

  • Georgia State Drivers' CDL license with Passenger & School Bus endorsement required

Experience:

  • 5 years of progressively responsible experience in transportation, logistics, fleet, operations, or a related field required
  • 2 years of supervisory or management experience required
  • Experience in K�12 pupil transportation, public sector, logistics, trucking, aviation, or military operations preferred

Essential Duties & Responsibilities

  • Manages daily bus, dispatch, routing, and transportation support operations to ensure safe, efficient, and reliable student transportation services
  • Supervises assigned transportation personnel and teams, including establishing work priorities, assigning responsibilities, providing guidance, evaluating performance, and addressing operational or performance concerns
  • Monitors transportation routes, staffing, service levels, on-time performance, coverage, and other operational metrics and implements corrective actions to address service gaps or inefficiencies
  • Oversees routing and planning activities and coordinates adjustments based on enrollment, program needs, student assignments, staffing, service demands, and other operational requirements
  • Ensures transportation operations comply with applicable federal and state requirements, District policies and procedures, safety standards, and requirements related to transportation services for students with disabilities
  • Coordinates operational responses to accidents, incidents, service disruptions, staffing shortages, emergencies, and other transportation-related concerns and ensures appropriate documentation and follow-up
  • Supports recruitment, hiring, onboarding, scheduling, training, and deployment of transportation personnel to maintain adequate staffing and operational coverage
  • Develops, implements, and monitors transportation procedures, workflows, reports, performance measures, and process improvements that strengthen operational efficiency, accountability, and service delivery
  • Collaborates with Transportation leadership, schools, families, employees, and District departments to resolve transportation concerns, communicate service changes, and support District transportation priorities
  • Required to have prompt, regular attendance in person and be available to work on-site during regular business hours and as needed
  • Performs other duties as assigned by the appropriate administrator or their representative

Knowledge, Skills & Abilities

  • Knowledge of large-scale transportation, dispatch, routing, fleet, or logistics operations
  • Knowledge of federal, state, and local requirements governing pupil transportation, student safety, and transportation services for students with disabilities
  • Knowledge of operational planning, workforce scheduling, performance management, and process improvement practices
  • Ability to manage multiple operational functions and maintain service continuity in a fast-paced environment
  • Ability to analyze operational data, service metrics, staffing levels, and performance trends and recommend corrective actions
  • Ability to assess transportation accidents, incidents, service disruptions, and other operational concerns and coordinate appropriate responses
  • Strong leadership, supervisory, team-building, and employee performance management skills
  • Strong problem-solving, decision-making, organizational, and analytical skills
  • Excellent written, verbal, interpersonal, and customer service skills
  • Proficiency with Microsoft Office and transportation, routing, fleet, workforce management, and related operational systems

  • Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 5 or more pounds on a frequent basis. Incumbent may be required to physically restrain parties involved in a conflict

  • Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records.
