Job Description

Design, implement and oversee operations for VDOT information technology projects or programs. Ensure operations are conducted in alignment with information technology strategies. Analyze data, monitor performance, develop policies and procedures and resolve complex problems and issues. To provide leadership for Information Technology's data development projects, to include data warehousing, master data management, and support for implantation of data governance. Coordinate project activities with customers, consultants, and senior management in support of the ITAD Strategic Plan.

How you will contribute:

  • Compliance: Comply with VDOT and IT policies, standards and guidelines. Ensure all projects are in compliance with VDOT and COV policies, procedures and guidelines.
  • Documentation and Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training.
  • Policies and Procedures: Develop policies, guidelines and standard operating procedures related to assigned technology program area. Document best practices, and review and update policies and guidelines as changes occur. .
  • Project Collaboration: Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation.
  • Project Lead: Serve as Project Lead for initiatives and projects related to assigned technology area. Coordinate work of team members, and provide guidance, advice and technical assistance.
  • Project Management: Serve as lead developer. Develop project plans that guide software development plans throughout its lifecycle.
  • Project Support: Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource.
  • Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

  • Skill in researching best practices and applying them to VDOT's guidelines and policies.
  • Skill in short and long range planning.
  • Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.

  • Minimum Qualifications:
  • Ability to commit to and meet deadlines.
  • Ability to communicate effectively orally and in writing with both technical and non-technical stakeholders.
  • Knowledge of data modeling, data architecture, and performance tuning in a cloud data environment.
  • Knowledge of extraction, transformation, and loading (ETL) tools and techniques, as well as data warehousing principles and design approaches.
  • Knowledge of the capabilities of IBM Infosphere DataStage, Databricks, Azure, and Azure Data Factory.
  • Skill in SQL and working with relational databases and large datasets.

  • Additional Considerations:
  • A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration, or related field desired.
  • Experience building and maintaining production-grade data pipelines and integrations between multiple systems.
  • Experience supporting advanced analytics, machine learning, or AI use cases on modern data platforms.
  • Experience with Azure data services (e.g., Azure Synapse, Azure Data Lake, Azure Databricks) and Azure Data Factory in production environments.
  • Experience with infrastructure-as-code and CI/CD for data workloads.
  • Knowledge of data governance, security, and compliance frameworks.
