Job Description

Sigma Defense is seeking a Liaison Officer, United States Army Special Operations Command (USASOC) to support our team at Ft. Bragg, NC. This position is in the Secretariat for Special Operations (SSO), Office of the Assistant Secretary of War for Special Operations and Low-Intensity Conflict (OASW (SO/LIC)). The ASW (SO/LIC) serves as the principal civilian advisor and assistant to the Secretary of War and has statutory responsibility for overseeing special operations-peculiar administrative matters pertaining to the readiness and organization of Special Operations Forces (SOF), resources and equipment, and civilian personnel.

The Liaison Officer (LNO) will work within the SSO's Capability Development and Innovation (CD&I) Global Strategic Partnerships Team. LNOs serve as the embedded forward-deployed subject matter expert and force multiplier for SSO. The LNO will advise and assist CD&I in meeting critical capability gaps for SOF end users and decision-makers in the theater. The LNO will advise and assist the Theater Special Operations Command (TSOC) staff on the integration of technologies and will support interoperability and rapid fielding of capabilities to SOF, as required by the Command.

The LNO combines operational knowledge, personal/professional networking, and technical insight to manage and advance capability development opportunities. The LNO must maintain currency and continually adapt and keep their technical expertise current with respect to the evolving operational environment, key operating problems, and associated technological capability gaps. They are responsible for ensuring deployed technologies are supportable and capable of continuing mission operations. The LNO must be a self-start, be a motivated force multiplier who can bring together end-users.

Requirements

  • 10+ years of prior service in Special Operations (E7+ or O3+ equivalent preferred).
  • Experience within MARSOC.
  • Strong technical understanding of SOF formations, systems, networks, and acquisition principles.
  • Strong foundation in military/combatant command operations, chain of command relationships, and international partner cooperation.
  • Must be capable of traveling up to 25% of the time throughout the assigned COCOM AOR, forward operating hubs, Washington, D.C., and domestic R&D facilities to witness technical demonstrations, embed with operational units, and evaluate prototypes in austere environments.
  • On-site reporting requirement of 5 days in office. Telework/remote work is negotiable for exceptionally qualified candidates.
  • Must be a U.S. citizen.

Candidate Differentiators:

  • Advanced Degree and/or Professional Military Education (e.g. JPME I, II)
  • Experience navigating the Department of War Planning, Programming, Budgeting, and Execution (PPBE) cycle and joint interoperability frameworks (e.g., CJADC2).
  • Experience handling and managing Special Access Programs / Special Access Required (SAP/SAR) level technical data.
  • Experience with defense innovation ecosystems.
  • Experience identifying, tracking, and evaluating emerging commercial and defense technologies, including uncrewed systems, artificial intelligence, edge computing, resilient communications, and electronic warfare.

Personnel Clearance Level:

  • Candidate must possess a Top Secret security clearance with eligibility to obtain SCI.
  • A clearance will not be sponsored.

Education Requirements:

  • Bachelor's degree from an accredited college or university in Communications, Political Science, Business Administration, Criminal Justice, or International Relations.

Essential Job Duties (not all-inclusive):

  • Serves as the primary local interface to Special Operations Command and performs liaison functions between the Command and CD&I. Accomplishes task requirements with designated government project leads, ensures demonstration and evaluation schedules are met, and manages the relationship between the customer and contract personnel.
  • Supports ongoing capability development activities to meet emergent operational needs within the Combatant Commander Area of Responsibility. Develops and refines technical and operational requirements for SOF-peculiar capability gaps.
  • Leverages an understanding of SOF operational mission profiles to help identify technology requirements, shortfalls, and potential mitigation strategies.
  • Demonstrates project management leadership to avoid/mitigate risks in meeting contract-specific performance requirements for planning, execution, and scheduling of technology assessments and demonstrations, as required.
  • Demonstrated operational understanding of SOF mission profiles, capability development cycles, and rapid acquisition pathways.
  • Coordinates, plans, and executes technology assessments, operational evaluations, and leadership theater visits, while delivering regular situational reports and technical briefs across classified and unclassified channels.
