Job Description

Assists the Court Services Director and Local Administrative Judge in managing the daily functions of District Court Administration. Coordinates projects with multiple court departments and county stakeholders. Responsibilities include project management, managing jury operations, records management, human resources management, planning and annual budget preparation. Works closely with, and serves 39 elected State District Court Judges in Civil, Criminal, Family and Juvenile Divisions, 11 elected County Judges and an additional 17 Associate Judges. Management Scope: Manages daily operations and provides oversight for three (3) departments (District Court Administration, Jury Services, and ADR) and 67 courts composed of 110 judicial support staff: 95 exempt and 15 non-exempt staff. Develops and implements the procedural and administrative policies for District Court Administration and court operations through research, compilation of statistics, and staying abreast of the latest legislative, contractual and operation state and county policy updates. Directs administrative departmental and court staff in the resolution of problems, including invoicing and other accounting issues, and collaborates with contract vendors, elected officials, and County Purchasing, Auditor, and Budget departments. Collaborates with county service departments, including Facilities and Marshal Services, to resolve court related operational issues and to ensure adherence to courthouse security and safety policies. Coordinates with County I.T. Services to resolve issues and ensure proper use of technology, and monitors compliance with software/hardware updates and training for the district and county courts, District Court Administration, Jury Services Department, and Alternative Dispute Resolution Department. Assists in the preparation of the annual budget and oversees the daily budgeting functions for District Court Administration and the district and county courts. Serves as the Court Services Director in the absence of the Director. Represents District Court Administration on behalf of the judiciary on various committees and special projects as assigned. Performs other duties as assigned. Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Public Administration, Government, Human Relations, or in a job-related field of study. Juris Doctorate required. Seven (7) years of professional level experience in budget, planning and personnel issues, including six (6) years of managerial experience. Experience working in county government is preferred. Special Requirements/Knowledge, Skills & Abilities: Ability of exercise sound judgment, initiative and commitment. Ability to communicate effectively, both verbally and in writing, and maintain effective working relationships with a diverse group of elected officials, managers and employees. Location: George Allen Court House “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC, and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Normal office environment.
