Job Description

Oversees the internal review process for the department. Reviews and assist with completing risk assessments of all HHS programs. Supervises programmatic, financial and statutory testing of programs; reviews and approves work papers and reports to ensure compliance with applicable federal, state and local laws, County policies and procedures and fiscal compliance; provides planning, supervisory and administrative support to the Monitoring & Compliance team, performs research, provides legislative analyses; and communicates audit findings to all levels of management.

Management Scope: Supervises, trains and evaluates fiscal and program monitors. 1. Trains and supervises fiscal and program monitoring in the examination of financial records and operations of Health and Human Services to ensure compliance with grant contractual requirements, deliverables and applicable laws, County policies and procedures and fiscal compliance.

  1. Reviews and approves work papers to assess internal controls, identify and communicate programmatic and fiscal concerns, and evaluate and provide feedback to staff.
  2. Troubleshoots program/fiscal matters concerning grant and general fund programs and assists staff in the identification and resolution of audit/monitoring issues related to grant guidelines, statutory, policy and contractual issues.
  3. Prepares and communicates formal reports, including findings and associated recommendations.
  4. Completes risk assessments and tests various Health and Human Services grant programs to ensure compliance, achieve grant deliverables and accuracy, integrity and security of financial transactions.
  5. Facilitates internal and external audits and monitoring reviews. Conducts training and technical assistance for programmatic staff and assist with on-site sub-recipient monitoring for the Grants Management Division.
  6. Performs other duties as assigned. Education, Experience and Training:

Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Accounting, Finance or in a job related field of study. Three (3) years of work related experience, including one (1) year supervisory experience.

Special Requirements/Knowledge, Skills & Abilities:

Skilled in the use of standard software applications. Must possess strong analytical, written and verbal communication skills, and establish and maintain effective working relationships with employees, departments and the general public. Requires thorough knowledge of the Single Audit Act and OMB circulars. Must possess a valid Texas Drivers License and good driving record.

Physical/Environmental Requirements:

Standard office environment. Required to supervise staff at various off-site locations.
