[What the role is]

About SAFCo

The Singapore Sustainable Aviation Fuel Company (SAFCo) is a mission-driven entity supporting Singapore’s national SAF (Sustainable Aviation Fuel) policy. SAFCo manages SAF levy collection, procures SAF to meet regulated demand, and develops the voluntary SAF market. As a lean and agile startup, SAFCo is building foundational capabilities to ensure operational excellence, transparency, and credibility in the SAF ecosystem.

This role reports to the Chief Executive Officer (CEO) of SAFCo. The Head of Technology / Enterprise Architect will lead SAFCo’s end-to-end technology, data, and cybersecurity capabilities. This role is critical to ensuring that SAFCo’s systems, data, and digital infrastructure are scalable, secure, auditable, and aligned with regulatory requirements, while enabling efficient operations and future growth.

[What you will be working on]

Enterprise Architecture & System Design

  • Define and own SAFCo’s overall enterprise architecture across core systems (e.g. SEAMS/repository, ERP/finance, levy operaqtions, external integrations), ensuring clear system boundaries and data ownership.

  • Design and oversee end‑to‑end system integration across SAFCo’s ecosystem, including APIs, data flows, and synchronisation across multiple internal and external platforms.

  • Develop and maintain SAFCo’s technology roadmap, balancing immediate operational needs with long‑term scalability, flexibility, and cost efficiency.

  • Translate policy, regulatory, and operational requirements into robust system architecture and design principles.

Systems Implementation & Integration

  • Lead implementation and configuration of SAFCo’s core systems (ERP, registry/SEAMS, reporting systems).

  • Oversee system integration across finance, levy operations, SAF transactions, and external counterparties.

  • Act as SAFCo’s technology lead, responsible for implementing and integrating ERP systems, SEAMS/repository, financial reporting tools, and procurement systems.

  • Manage integration of SEAMS/ with external SAF registries and ensure interoperability with SAFCo’s internal systems.

  • Drive digital transformation initiatives to strengthen SAFCo’s technology ecosystem and operational efficiency.

  • Establish testing, release management, and change control processes.

  • Ensure system delivery is fit-for-purpose and aligns with business needs.

Data Governance, Management & Analytics

  • Define SAFCo’s data architecture, including key data entities (e.g. SAF volumes, environmental attributes, levy, payments) and “single source of truth” principles.

  • Establish data governance frameworks covering data lineage, access controls, segregation of duties, and data quality assurance.

  • Ensure all critical data and reporting outputs are auditable, traceable, and compliant with regulatory and governance requirements.

  • Oversee development of reporting and analytics capabilities to support operational management, financial reporting, and stakeholder transparency.

Cybersecurity, Risk & Compliance

  • Establish and oversee SAFCo’s cybersecurity framework, including access controls, encryption, monitoring, and vulnerability management.

  • Define cybersecurity risk posture and ensure appropriate controls are embedded across all systems and processes.

  • Ensure compliance with CAAS cybersecurity, data protection, and governance requirements, including audit readiness.

  • Develop and oversee incident response, disaster recovery, and business continuity capabilities for critical systems.

Vendor & Technology Governance

  • Manage and oversee all technology vendors (ERP, registry, integration, cybersecurity providers), ensuring delivery against contractual, technical, and performance requirements.

  • Establish governance structures and stakeholder forums to ensure alignment across SAFCo, CAAS, and external partners.

  • Drive disciplined vendor management, including cost optimisation, performance monitoring, and risk management.

  • Ensure SAFCo retains ownership of architecture, data, and system logic, avoiding over‑reliance or lock‑in to any single vendor.

Strategic Leadership & Execution

  • Provide strategic direction on SAFCo’s digital, technology, and data capabilities, while remaining hands‑on in design and delivery.

  • Partner closely with internal stakeholders (Operations, Finance, Procurement, Sustainability) to ensure alignment between policy intent, operational processes, and system implementation.

  • Lead and build a lean, high‑performing technology capability (internal and/or external), with clear accountability and delivery outcomes.

  • Support Board and CAAS discussions with clear, structured, and fact‑based inputs on technology strategy, risks, investments, and trade‑offs.

[What we are looking for]

Experience:

  • 15 – 20 years of experience in technology, systems, or digital roles, preferably in energy, aviation, trading, or other regulated industries.

  • Proven track record in delivering large‑scale system implementations (e.g. ERP, SAP, ETRM, or equivalent) and integrating complex business processes across multiple systems.

  • Experience in leading enterprise‑wide digital or technology strategy, including multi‑year roadmaps, system modernisation, and cloud / platform adoption.

  • Strong experience in vendor management, system integration, and governance across multi‑stakeholder environments.

Skills:

  • Strong enterprise architecture and system design capability, with ability to connect business processes, data, and systems end‑to‑end.

  • Deep understanding of system integration (APIs, data flows), data governance, cybersecurity, and technology risk management.

  • Ability to translate business and regulatory requirements into scalable and auditable system solutions.

  • Strong project execution capability, including Agile/DevOps delivery, testing, and change management
