Job Description
Assist in the administration and monitoring of assigned program area(s). Provide coordination and support to the Virginia Transportation Research Council Program by assisting with the development of annual financial budgets, spend plans data integration, cost-benefit reporting, contracts and expenditure monitoring and tracking. Establishes, posts, and closes out projects and updates to SPOL, TAPD, excel, WP and other databases. Submit budget journal requests to CO for new projects, adjustments, and closeouts.
How you will contribute:
Budgets: Research, plan, develop, administer and monitor budgets and spending plans. Prepare and submit financial accounting and performance reports. Work closely with staff to administer program budgets, multi-year spend plans and making necessary adjustments to ensure on-time and on-budget delivery of projects and services. Provide guidance and technical assistance to others during budget preparation and administration. Monitor expenditures and analyze data for planning and program delivery. Review funding requests, perform cost analyses and make determination for necessary transfer of funds.
Data Management: Perform database analysis. Research, compile, organize, and analyze large amounts of data from various systems and sources; work with teams to revise and update and integrate existing databases and maintain documentation for improvements to existing data, systems, and processes.
Leadership and Business Re-engineering: Provide support and technical assistance to maintain program policies, and procedures. Perform data analysis for compliance with business practices. Coordinate development and implementation of IIM’s and program revisions. Develop and implement training to support program goals and objectives. Monitors performance and reporting activities. Assist managers with on-going program delivery, performance and reporting goals. Recommend resolution to administrative or business problems resulting in an effective program. Lead and manage new processes to streamline workflow.
Project and Contract Management and Cost Benefit Analysis: Coordinate reviews to assess efficient use of available funds, projects and contracts with VTRC Director and staff. Develop, implement and ensure statewide compliance with VDOT policies and procedures. Interpret contract documents and VDOT policies and procedures for VTRC. Tracks contract use, funding and renewals and coordinates with appropriate contracting staff. Manage redistribution of contract changes and submit journal entries for corrections. Compiles and maintains contract files and records. Manage project progress to ensure funding meets on-time and on-budget deliverables. Track, coordinate, monitor and provide financial reports related to routine operating and project costs. Provide updates to management throughout the year. Research and compile data and prepare reports or presentations for a variety of programs or projects.
Records Retention: Ensure all records are maintained and stored according to state records retention policies and procedures.
Reporting and Metrics: Perform management reporting. Create and update various types of reports to support management for assigned program and report on performance metrics. Provide recommendations on new reports as needed and ensure reports address stakeholder and management needs.

Knowledge of record retention policies and requirements.
Skill in developing spending plans and managing financial records.
Skill in developing, managing multi-year budgets in financial management systems.
Skill in establishing and managing new projects in agency databases; processing budget journal requests and closing out projects in financial systems.
Skill in managing and processing expenditure certifications.
Skill in the use of computers and Micro-Soft Offices Products.
Skill in working with business and financial information systems.
Additional Considerations:
A combination of training, experience, or education in Business Administration, Data Analytics, Research Administration or related field desired.
Knowledge of Finance, Accounting, and Business Administration in a government organization.
Knowledge of programming in excel VBA (Visual Basic Applications).
Knowledge of statistical methods and data analysis.
Prior work experience in a research environment.
Prior work experience with financial management systems (ie. Cardinal).
Skill in conducting needs assessments and evaluating business processes.
