
Direct operations for assigned division. Reporting to the Division Administrator of the Administrative Services Department, this position provides management-level leadership for the Administrative Services Division relative to statewide procurement and contract administrative programs, including policy development and interpretation and supplier diversity. Establish agency procedures and program goals. Oversee execution and performance of program activities to ensure the highest level of financial accountability, compliance with laws and policy, and program performance.
Customer and Stakeholder Interaction: Ensure effective and timely interaction with diverse constituencies including General Assembly members, government officials, and the general public on matters relating to administrative and operational program aspects, resolution of major issues affecting the public or customers, and consulting on legislative issues.
Division Management: Plan and direct the work of the procurement staff within the Division, including the Assistant Division Administrator and Senior Procurement Managers
Interaction: Effective interaction with diverse constituencies including General Assembly members, government officials, and consumers on matters relating to administrative and operational program aspects, resolution of major issues affecting the public or customers, and consulting on legislative issues.
Leadership: Provide leadership and guidance in the development and implementation of statewide procurement, program delivery, policies, and activities. Establish program and operational controls. Effectively manage personnel and budgets. Exercise delegated authority on behalf on the Division Administrator when necessary. Integrate multiple functions of ASD and carry broad divisional leadership responsibility.
Policy Management: Direct and oversee statewide policies, procedures, and operations to include strategic planning, financial accountability, and service delivery. Serve as an executive consultant to the districts and divisions relative to procurement and contract administration activities. Establish program and operational controls.
Program Oversight and Delivery: Direct and oversee statewide procurement and contract administration, program delivery, policy review, interpretation, and implementation, supplier diversity programs, and legislative review and response.
Special Assignments: Fulfil other assignments as needed.
Strategic Financial Leadership: Serve as member of the Directorate's leadership team and strategically examine financial issues and concerns. Determine tools and methods of addressing issues that benefit the organization. Ensure proper financial stewardship through the direction of policies and procedures to manage the division's budgets.

Knowledge of principles and processes for providing customer and personal services to include customer needs assessment, service quality standards, and evaluation of customer satisfaction.
Knowledge of strategic planning practices and procedures to include goal setting, objective development and performance measures development.
Knowledge of supervisory principles and practices to include performance management and discipline.
Skill in developing, procuring and negotiating contracts and other agreements.
Skill in the use of computers and web-based applications.

Knowledge of complex transportation programs to include financial and operational services.
Knowledge of federal and state laws and regulations relating to procurement operations and legislative processes.
Knowledge of principles, processes for providing customer, personal services to include customer needs assessment, service quality standards, and evaluation of customer satisfaction.
Skill in developing, procuring, and negotiating contracts and other agreements.
A combination of training, experience, or education in Public Administration, Business Administration, Business Management, Engineering, Planning, Finance or related field desired.
Possession of Virginia Contracting Associate (VCA) certification.
Possession of Virginia Contracting Officer (VCO) certification.
