Job Responsibilities:
- Strategic Alignment & Growth Catalyst: Work closely with business stakeholders to ensure all technology solutions meet business requirements. Position the Channels application team as a catalyst and turnkey driver for business growth while aligning deliverables with the bank’s long-term IT strategy.
- Cross-Functional Team Management: Build, manage, and upskill a high-performing IT team, balancing internal headcount with vendor resources to achieve optimal delivery efficiency.
- People and team Leadership: Lead, mentor, and foster close collaboration between cross-border development teams in Hong Kong and Shenzhen Development Center, maximizing regional tech talent and resources.
- Project Governance & Quality Delivery: Ensure strict compliance with all procedures, guidelines, and regulatory rules. Develop high-level project plans, set clear objectives, allocate resources effectively, resolve operational constraints, and deliver high-quality application systems.
- Vendor & Partner Governance: Manage strategic tech vendors and external consultancies, ensuring strict adherence to service level agreements (SLAs), quality benchmarks, and delivery timelines.
- Production Stability First: Maintain maximum system stability and high availability for all digital banking platforms, establishing 24/7 production support as the top operational priority to safeguard customer experience.
- Simplified & Scalable Architecture: Oversee system modernization efforts to ensure technology deliverables are simplified, platform-based, and highly scalable for future business expansion.
- Financial & Budget Discipline: Formulate and manage the Channels IT capital and operating budgets (CAPEX/OPEX), ensuring all deliverables are executed efficiently within approved financial limits.
- Risk, Compliance & Audit: Ensure all software development, data architecture, and infrastructure comply with HKMA guidelines and internal cybersecurity policies. Proactively evaluate potential challenges, develop contingency plans to minimize business risks, and ensure all audit comments are resolved promptly.
- Resource Mobility & Talent Coaching: Develop, coach, and mobilize resources while re-prioritizing activities across sub-teams to meet fluctuating demands from rapid business changes. Establish clear development plans and provide ongoing coaching to build team capabilities.
Requirements:
Lead the Channels IT teams for IT services delivery, in an end-to-end manner, included but not limited to team, people, project, financial, services (production support) and stakeholder management, majority in WBG and also in some of the Channels IT services.
